District Panchayat Office Overview:
The Panchayat Raj Institutions i.e., Gram Panchayats (GPs), Mandal Praja Parishads (MPPs) and Zilla Praja Parishads (ZPPs) are Local Self Governments. Powers and functions were devolved to these Rural Local Bodies as per 73rd Constitutional Amendment. These democratic institutions are elected for 5 years. Elections to the Gram Panchayats are held on a non-party basis whereas elections to MPPs and ZPPs are on party basis.
The Gram Panchayats which are at cutting edge level of administration is entrusted with providing basic civic amenities to the citizens, selection of beneficiaries under various welfare schemes and regulatory activities in certain cases.
Mandal Praja Parishads are entrusted with supervision and coordination of different line departments at the Mandal level. All the departmental activities are reviewed periodically and provide guidance for better administration and effective implementation of different programs. The Mandal Praja Parishads provide an organic link between Gram Panchayats and Zilla Praja Parishads.
Zilla Praja Parishad supervises the activities of all the line departments and reviews periodically. Working of the Policies or Programmes at the field level are assessed to periodical review and changes in the programme or policies due to various reasons are informed to the State Government for consideration. Zilla Praja Parishad is an organic link between the District and the State Government.
The main objective of the District Panchayat Office is to control over the Gram Panchayats administration and guidance to the Gram Panchayats like Sanitation, water supply, Collection of Taxes and Non-taxes and Street Lights in the District.
The department also ensures that to give capacity building training to the Sarpanches and Panchayat Secretaries and other GP Staff in the Gram Panchayats.
